He contributes to organizational development and team building for Executive Management and Senior Management personnel, while also supporting CapEx planning and budgeting, headcount planning and budgeting, and employee career path planning. He leads acquisition, service lines and geographic expansion efforts, seeking complimentary verticals and horizontals, contributing to profitability and expansion.
He has advised on domestic and foreign corporate reorganizations and asset transfers, led acquisition and negotiation efforts for businesses valued up to $70M, established tax credit practice areas and launched service offerings, implemented sales strategies, expanding client and revenue growth, prepared business models with structured financing tiered waterfall strategies, revamped organizational hierarchies leading change efforts, designed and setup business processes for bids, purchasing, and accounting, created incentive-based compensation for employees, and provided oversight of Accounting, Finance, and Marketing & Sales throughout his career. Kevin Askew is an accomplished construction operations leader with more than 25 years of experience in asphalt, heavy civil, and construction operations management. He brings deep expertise in organizational development, workforce leadership, safety management, and operational optimization, with a proven ability to improve efficiency, stability, and profitability across large-scale construction operations.
His focus at Lori’s is planning, coordinating and executing daily operations to achieve successful construction strategies and improving operational stability, efficiency and profitability. He contribute to organizational development and team building directly and indirectly to Field Operations, while leading CapEx planning and budgeting, headcount planning and budgeting, and employee career path planning for field personnel. He co-leads acquisition, service lines and geographic expansion efforts, seeking complimentary verticals and horizontals, contributing to profitability and expansion.
Throughout his career, Kevin has held senior leadership roles including Division Operations Manager and General Superintendent, where he directed daily operations and scheduling for multiple paving and milling crews while maintaining a strong safety-first culture. He is highly skilled in planning and coordinating personnel, equipment, and logistics to ensure projects are executed efficiently, on schedule, and in compliance with safety and regulatory standards.
Kevin is recognized for his ability to build high-performing teams and strengthen communication between field operations and executive leadership. He has successfully implemented internal policies and workflow improvements that reduced miscommunication, minimized delays, and corrected unsafe or ineffective practices. His leadership has directly contributed to improved productivity metrics through targeted training programs, mentoring initiatives, and performance management strategies.
In addition to operational oversight, Kevin has demonstrated strong financial and administrative acumen. He has partnered with vendors and suppliers to manage budgets effectively, reduced financial inconsistencies. Patrick Pugh is an accomplished senior construction executive and consultant with more than 30 years of experience leading complex heavy civil, highway, and utility infrastructure projects across domestic and international markets. He specializes in guiding projects from conception through completion, optimizing enterprise-wide strategy, budgeting, and resource management to deliver high-profile initiatives on time, under budget.
His focus at Lori’s is directing estimation and project management, and supporting business operations. He collaborates with multidisciplinary teams to streamline operations and achieve corporate project objectives in domestic and eventually global markets. He contributes to organizational development and team building directly and indirectly to Estimating and Project Management, while supporting CapEx planning and budgeting, headcount planning and budgeting, and employee career path planning. He co-leads acquisition, service lines and geographic expansion efforts, seeking complimentary verticals and horizontals, contributing to profitability and expansion.
Throughout his career, Patrick has overseen the full lifecycle of more than 600 construction projects, directing estimating and project management operations while ensuring excellence in execution, quality, safety, and regulatory compliance. He has extensive experience working with state and municipal governments, collaborating closely with public agencies and project stakeholders to achieve seamless execution.
Patrick brings deep expertise in contract negotiation, estimating and budgeting, risk assessment, and quality control, with a consistent focus on maximizing operational efficiency and controlling costs. His expertise also includes acquisition integration, enterprise system procurement and implementation, backend office and accounting system transitions, and comprehensive due diligence support. His disciplined approach to safety and compliance supports reliable project delivery in highly regulated environments.
He holds a Bachelor of Arts from Auburn University and maintains multiple professional certifications and licenses in construction management, utilities, and safety.

Sam Anglin is an experienced General Superintendent with over 16 years in asphalt and heavy civil construction, managing crews and operations across state, county, and interstate projects. Beginning as a paving lead and foreman, Sam progressed to superintendent and operations management roles, gaining hands-on expertise in field operations, crew supervision, scheduling, logistics, and project execution.
He oversees multi-crew paving and milling operations, ensuring projects are completed safely, on time, and within budget. Known for mentoring field teams and streamlining workflows, Sam leverages his extensive on-site experience to optimize productivity, enforce safety standards, and resolve operational challenges efficiently. He holds OSHA 10 and 30 certifications, Traffic Control Supervisor credentials, and CPR/AED and First Aid training, reflecting his commitment to workforce safety and operational excellence.

Antwan Blue is a construction operations leader with more than 30 years of hands-on experience in asphalt paving, milling, patch paving, permanent paving, striping, and concrete services across the Southeast.
Antwan is known for his ability to step into complex, high-pressure projects and quickly bring structure, accountability, and improved performance. His background combines deep field experience with operational leadership, allowing him to effectively bridge the gap between executive strategy and field execution.
Throughout his career, Antwan has supported and led multi-million-dollar roadway and commercial paving projects, with a strong focus on production planning, material logistics, equipment utilization, workforce optimization, and cost control. He has extensive experience improving underperforming operations by identifying inefficiencies, strengthening crew leadership, and implementing practical, results-driven solutions.
In addition to project execution, Antwan plays a key role in team development and organizational alignment. He works closely with ownership and senior leadership to help implement systems that improve consistency, safety, quality, and profitability while mentoring supervisors and crews to raise performance standards across the organization.

Estimating & Project Management
Sam Williams has more than 10 years of experience with asphalt and concrete paving, demolition, grading, and other civil site services. Mr. Williams is comfortable as a subject matter expert with Asphalt work, Concrete work (curb & gutter, driveways, sidewalks, trench concrete), and Intersection Improvement/Turn Lane Extensions work. His estimating experience is complemented by his previous experience as equipment operator and having performed skilled positions in both asphalt and concrete.
Sam’s efforts at Lori’s Paving are being utilized to ensure that every project is priced effectively and executed productively while also adhering to the quality that clientele have come to expect from Lori’s Paving.

His expertise extends to diverse industries, including real estate development, hospitality, and corporate accounting, where he has consistently delivered results by optimizing P&L scenarios, implementing financial controls, and ensuring compliance with GAAP standards. With a track record of reducing closing cycles, supervising accounting teams, and driving process improvements, Robbie brings a wealth of knowledge and hands-on expertise to any organization seeking a strategic and detail-oriented financial leader.

Reginald Snyder is an experienced trial lawyer whose litigation practice primarily focuses on contract, construction, and real estate disputes. His 20-years of experience handling disputes in Georgia, Alabama, and Texas allows him to represent a wide range of clients and manage various litigation matters. Over the course of his career, he has worked on behalf of numerous private and publicly-traded companies, city and county governments, quasi-governmental entities, and the State of Georgia.
His focus at Lori’s is contracting, deal structuring, legal disputes and litigation as warranted.
Mr. Snyder also handled a variety of commercial and products liability litigation in Texas and Georgia. He has successfully tried several commercial disputes and products liability cases, and he has prepared several complex, multi-million dollar products liability cases for jury trial. He has been recognized multiple times as a “Super Lawyer” in the practice area of “Commercial Litigation” by Thomson Reuters® “Super Lawyers” rating service. He was also selected as a Senior Fellow of the Litigation Counsel of America and as a Fellow of the American Bar Foundation.
In 2015, he was selected by the National Black Lawyers as one of its “Top 100 Lawyers.” Mr. Snyder holds a Juris Doctorate from Samford University and a Masters of Public Health from the University of Alabama.

Kerry Stewart brings more than 20 years of experience in the areas of business planning, strategy, finance, and operations. He has negotiated the terms and closed a reverse merger, conducted foreign market entry analysis, sought out and negotiated partnership and vendor contracts with strategic partners in the US, Angola, Guinea and South America.
His efforts within Lori’s Paving focus on business development, strategic teaming efforts, take-offs and estimating, in construction paving services nationwide.
Kerry is confident navigating the cycle of development, site analysis and selection, working with underwriting and sourcing group, project conceptualization, architectural and engineering team selection and management, A&E & project costs review, planning development and execution management. He has drafted RFPs and proposals for projects, aided with feasibility analysis and budget preparation, provided oversight for team personnel, negotiated contracts with vendors and subcontractors, evaluated stakeholder acceptance/resistance to project, and managed projects to punch lists completion.
He holds an MBA in Finance from Clark Atlanta University.

Rod Simpson brings more than 20 years of private, nonprofit and government sector experience in economic development, business development, banking and finance.
Rod’s practice areas have included affordable housing finance, public/private partnerships, real estate development management, and portfolio asset management, working with raw land, multi-family, mixed-use, office and hospitality property types.
He also provides consulting expertise to local nonprofit and municipal organizations that have limited experience or lack internal organizational infrastructure to manage the development of real estate. His efforts within Lori’s Paving focus on business development and strategic teaming efforts in construction paving services in D.C., Maryland and Virginia.
He also supports banking and finance efforts as needed. Rod holds an MBA in Finance from the University of Baltimore.
