Paul Rousseau

Principal & Chief Executive Officer

Mr. Rousseau brings more than 20 years of experience in construction, real estate, finance, operations and strategic planning. Mr. Rousseau has worked across the real estate spectrum working on projects ranging from $50K to 150 million, in construction, development, and leasing & investment sales.

He has advised on domestic and foreign corporate reorganizations and asset transfers, led acquisition and negotiation efforts for businesses valued up to $70M, established tax credit practice areas and launched service offerings, implemented sales strategies, expanding client and revenue growth, prepared business models with structured financing tiered waterfall strategies, revamped organizational hierarchies leading change efforts,designed and setup business processes for bids, purchasing, and accounting, created incentive-based compensation for employees, and provided oversight of Accounting, Finance, and Marketing & Sales throughout his career.As a thought-leader, Mr. Rousseau leverages his construction, finance, pricing, deal structuring, and market research to conceptualize, structure and deliver solutions, considering stakeholders and project challenges.
His efforts within Lori’s Paving focus on strategic planning, identifying revenue growth and cost management measures, managing the Company’s financial state, and providing oversight of Accounting & Reporting, Banking & Finance, Human Resources, Operations Performance, Marketing, and Information Technology areas. Mr. Rousseau also leads acquisition efforts, seeking complimentary verticals and horizontals, contributing to profitability and expansion. Mr. Rousseau is a Certified Public Accountant and he holds a Master of Accounting from the University of Georgia and a Master of Science in Finance from Georgia State University.

Lori Marxmiller

President

Lori Marxmiller has over 20 years of experience owning and operating Lori’s Transportation and Excavation. She is majorly responsible for growing Lori’s Transportation and Excavation to $8M in annual revenues.

Mrs. Marxmiller has run the day-to-day operations of Lori’s Transportation and Excavation and was also responsible for business development activities, which she continues to perform at a very high level.She was previously involved in a Mentor-Protégé program with Insituform Technologies which helped increase her knowledge in Bidding, Blue Print/Plan review, Project/Business Management and By-Pass Pumping.
Mrs. Marxmiller also completed OSHA Approved Training and Certification from Safety Services Company. Mrs. Marxmiller has negotiated vendor supplier agreements, subcontractor agreements, sub-subcontractor, credit facilities, and bonding and insurance terms and rates. Mrs. Marxmiller is comfortable interfacing with executives to line production workers. Her efforts within Lori’s Paving focus on Contracting, Proposals, Business Development, Costs Estimation support, and Insurance and Safety.

Chris Marxmiller

Vice-President, Paving Services
Mr. Marxmiller has more than 20 years of experience in transportation, paving and excavation. He has an expertise as a General Operations Manager with responsibilities that span oversight of job scheduling, crew production staffing, operations production, equipment deployment, project costs estimation, job safety, traffic control, and equipment maintenance.
Mr. Marxmiller is comfortable as a subject matter expert with Asphalt work, Concrete work (curb & gutter, driveways, sidewalks, trench concrete), and Intersection Improvement/Turn Lane Extensions work. As Director of Paving Services, he is our chief estimating officer and provides oversight for field operations.

Michael Cochran

General Superintendent, Paving Services
Mr. Cochran has more than 35 years of experience in asphalt, concrete, grading and pipe work, from planning to construction completion. His experience spans asphalt paving, site development, grading, pipe, D.O.T. concrete work, ramp work, on-off ramps, turn lanes, retaining walls, curb-gutter, sidewalkand parking lots.operations production, equipment deployment, project costs estimation, job safety, traffic control, and equipment maintenance.
He ensures quality standards and scope requirements are adhered throughout the process, interfacing with field senior management personnel and project owners, educating and coordinating efforts between key personnel, while coaching and training field personnel. He is responsible for field operations.

Carlos Osorio

General Superintendent, Paving Services
Mr. Osorio has more than 18 years of experience in asphalt paving, concrete, demolition and heavy machinery combined, from planning to construction completion. His experience spans asphalt paving, site development, pipe, ramp work, on-off ramps, turn lanes, curb and gutter, sidewalk and parking lots. He provides oversight for multiple crews on multiple jobs, monitoring and managing superintendents, foreman and subcontractor activity. He approves operations production plan, equipment deployment, job safety (JSSP and JHA) adherence, traffic control plans, and equipment maintenance schedules. He ensures quality standards and scope requirements are adhered throughout the process, interfacing with field senior management personnel, project owners and inspectors, educating and coordinating efforts between key personnel, while coaching and training field personnel. He is responsible for field operations.
Mr. Osorio is comfortable managing asphalt patching, asphalt permanent paving, asphalt milling and paving, concrete curb and gutter, concrete flatwork, turn lane and intersection improvement, and manhole rehabilitation projects.

Kerry Stewart

Principal & EVP –
Strategic Partnerships

Mr. Stewart brings more than 20 years of experience in the areas of business planning, strategy, finance, and operations. He has negotiated the terms and closed a reverse merger, conducted foreign market entry analysis, sought out and negotiated partnership and vendor contracts with strategic partners in the US, Angola, Guinea and South America.
Mr. Stewart is confident navigating the cycle of development, site analysis and selection, working with underwriting and sourcing group, project conceptualization, architectural and engineering team selection and management, A&E & project costs review, planning development and execution management.He has drafted RFPs and proposals for projects, aided with feasibility analysis and budget preparation, provided oversight for team personnel, negotiated contracts with vendors and subcontractors, evaluated stakeholder acceptance/resistance to project, and managed projects to punch lists completion.
His efforts within Lori’s Paving focus on business development, strategic teaming efforts, take-offs and estimating, in construction paving services nationwide. Mr. Stewart co-leads acquisition efforts, seeking complimentary verticals and horizontals, contributing to profitability and expansion. Mr. Stewart holds an MBA in Finance from Clark Atlanta University.

Roderick Simpson

MBA
Principal
Mr. Simpson brings more than 20 years of private, nonprofit and government sector experience in economic development, business development, banking and finance.
Mr. Simpson’s practice areas have included affordable housing finance, public/private partnerships, real estate development management, and portfolio asset management, working with raw land, multi-family, mixed-use, office and hospitality property types.
He also provides consulting expertise to local nonprofit and municipal organizations that have limited experience or lack internal organizational infrastructure to manage the development of real estate. His efforts within Lori’s Paving focus on business development and strategic teaming efforts in construction paving services in D.C., Maryland and Virginia.

He also supports banking and finance efforts as needed. Mr. Simpson holds an MBA in Finance from the University of Baltimore.

Reginald Snyder

JD, MPH
Principal – General Counsel

Mr. Reginald Snyder is an experienced trial lawyer whose litigation practice primarily focuses on contract, construction, and real estate disputes. His 20-years of experience handling disputes in Georgia, Alabama, and Texas allows him to represent a wide range of clients and manage various litigation matters. Over the course of his career, he has worked on behalf of numerous private and publicly-traded companies, city and county governments, quasi-governmental entities, and the State of Georgia.

Mr. Snyder also handled a variety of commercial and products liability litigation in Texas and Georgia. He has successfully tried several commercial disputes and products liability cases, and he has prepared several complex, multi-million dollar products liability cases for jury trial. He has been recognized multiple times as a “Super Lawyer” in the practice area of “Commercial Litigation” by Thomson Reuters® “Super Lawyers” rating service. He was also selected as a Senior Fellow of the Litigation Counsel of America and as a Fellow of the American Bar Foundation.
In 2015, he was selected by the National Black Lawyers as one of its “Top 100 Lawyers.” Mr. Snyder holds a Juris Doctorate from Samford University and a Masters of Public Health from the University of Alabama.
